Area Manager, Central Process Facility – Aquila Resources Pty Ltd – Perth

The Company

Aquila Resources Pty Ltd (Aquila) is a Perth based company with interests in a number of substantial coal, iron ore and manganese projects within Australia and offshore. Aquila also has offices in Brisbane (coal) and South Africa (manganese and iron ore).

Aquila is an 85% owned subsidiary of Baosteel Resources, the commodities mining and trading arm of Baosteel Group, a major Chinese state-owned enterprise and one of the largest steel producers in the world. The remaining 15% of shares in Aquila are held by Aurizon, which is Australia’s largest rail freight business, transporting more than 250 million tonnes annually.

The Project

Aquila (together with its joint venture partner in the API joint venture) and Aurizon are currently working on feasibility studies for the mining and logistics infrastructure solutions required to deliver the West Pilbara Iron Ore Project (WPIOP) on a cost-competitive basis.  The Project is targeting projection of 40Mtpa of direct shipping iron ore from a new port at Anketell Point in Western Australia’s Pilbara region.

The Role

Working directly with  the API joint venture and reporting to the Study Manager, The Area Manager-Central Process Facility is the Owner’s Team leader responsible for the successful (i.e. meeting all safety, statutory, cost, schedule and functional requirements) handover to operations, commissioning, construction, and ECI design phases of the Central Process Facility EPC Contract package.

This is a vertical package extending from the ore receival bins through wet (if applicable) and dry crushing and screening and stockyard to the train load out to be executed as a single lump sum package.

General accountabilities include but are not limited to the following:

Manage the Central Processing Facility Design, construction, commissioning, testing and handover
Provide technical input to the design process, including management, progress, design, contracts and procurement, construction, commissioning, handover and acceptance
Manage the formal project administrative, commercial and technical documentation
Deliver the assigned contract package to meet API requirements in accordance with the Project Execution Plan
Review, monitor and audit Consultants and contractor performance against statutory obligations, contract requirements, technical standards and procedures to ensure that quality, schedule and cost risks are minimised
Be responsible for progress reporting, cost control and forecasting
Drive the resolution of any issues impacting the delivery of desired outcomes
Attend site on an as-required basis and ensure a good relationship between the project and operations teams as well as provide coverage and input to site management, reviews and investigations
Identify and manage risks that have the capacity to compromise project delivery outcomes of the assigned area of responsibility

Essential Criteria

The successful candidate will have extensive experience in infrastructure management within an Owner’s Team at Area Manager or Project Manager level on similar projects.  Additionally, the successful candidate will have:

At least 15 years’ relevant experience in infrastructure management within Owner’s Team at Area Manager or Project Manager level on similar projects
Minimum 15 years’ experience working on mining projects in remote Western Australia
Sound experience in handling multiple complex EPC contracts with multidisciplinary design and field delivery teams with a proven track record in delivering quality projects safely, on time and within budget
Previous experience managing hard money/lump sum packages/projects from feasibility study through to handover
Experience with ECI type projects, preferably as part of the Owner’s Team with strong contract knowledge with proven experience in minimisation of claims and issue resolution.
Sound understanding of both capital works and asset management projects including the ability to understand complex technical design and engineering processes and the ability to manage these processes
Minimum of 5 years people management experience with demonstrated experience leading change and transformation initiatives
Excellent interpersonal, relationship development and negotiating skills and ability to engage with key stakeholders at all levels of the project
